A team known to and feared by the public which is completely evil for the sake of being evil and whose grand plots of conquest, destruction or just insanity create ongoing bad press. The Fallen has little or no interest in crime as a business, and focus on their personal goal of somehow making the world a worse place to live. Because of their openly evil nature, The Fallen have no interest in public opinion and do not attempt to feign innocence. Because of this, they are unrestrained by any codes of conduct and will push any limit they feel. The outward goals of the team can vary from mass destruction, world conquest, or simply creating havoc or whatever pleases them at the time. The fallen align themselves with neutral and often chaotic evil.
True dark evil villains generally do not play well with others but when you are so far outside of the criminal mainstream there is almost no choice but to seek safety in numbers. Uninspired by the mundane graft involved with aquiring wealth The Fallen follow dark dreams of blood curdling perversion, destruction and cruelty. Heroes will zealously hunt the Fallen to the ends of the earth while regular criminals hate them for disrupting business as usual. The Fallen have no choice but to join together or be destroyed.
